ICT projects - Factors
ICT( Information Communicaton and Technology) is used as bridging the gap between many disciplines. The inequalities in societies still existed in 21st century when the democratic process practiced. India which has its historical bag of wrongs, it still continue to be the most un-connected society to world.
The ICT services brought some juistice in reducing the differences. But, due to very poor educational levels and political awerness these services are not used effectively. In technical sense these ICT projects do not meet the expectations/targets and some did it very well. According to stuy done by Heeks, 35% of the e-government projects were total failure. ICT in general include design studies, development studies and diffusion studies. These need a great number of experiments in the field. The ICT programs and projects suffer a great fall due to many factors. Some of them are explained below.
ICT Factors
Infrastructure : Most of the platforms for e-governance projects, mobile communication, test labs require a good infrastructure which is basis of ICT projects. Most of the projects suffer due to lack of proper infrastructure.
Digital Divide: The digital literacy of nation is in abysmal numbers. The ICT projects where functionally used in urban cities than in Rural areas. The illiterate in urban spaces slowly adopted the technology and used for their benefit. The rural population because of social and economic condition access less technology. The digital divide between rural-urban, man-woman, Strong signal - Poor signal areas clearly can be seen.
Language Barrier: The user friendly ICT projects aims to accommodate every accept of communication. Mostly the use of technology is largely based in English. This can be made more accessible by making it in local languages or in vernacular language. India is home to many dialects and scripts. Many of them need softwares to convert them.
Cost of Accessing: The transactions of ICT mostly depend upon many resources. These need maintenance and professional support. India even though have pool of software professionals, they are very costly. Accessing the resources required a both hard and soft money.
ICT Implementation require
Popularising the local language :- The google labs have come up with many softwares for conversion of text into local language. This usage depend on the technology familiarization.
Redusing the digital divide:- The digital divide is due to cultural and economic reasons. Many communities are innocent and feel fear about technology. This can be reduced by making it available to masses.
Youth as catalyst:- Youth need to be used as changing agent for transforming the society. They are already tech savvy and aware of technology solutions for Indian problems.
Universal Fund:- Inorder to meet the demands of the Indian requirement and for supporting them in projects an universal fund is needed. This act as buffer stock or contingency fund to the program taken up by institution.
